DRAFT Minutes of Whitestone Parish Council held at Whitestone Parish Hall on Thursday 15th February 2018 at 7.30pm to be ratified on 8th March 2018.

Cllr Reed opened the meeting in the absence of Cllr Hickman who is away on holiday.

Minutes of the Council Meeting held on Thursday 11th January 2018 having been circulated were taken as read and signed by Cllr Reed. It was noted that there had been editing done to the draft copy which had been publicised.

Cllr Bramhall said that although she had not been present at the January meeting she wished to comment on the paragraph which stated that the Parish Council supports a commitment to offering homes, particularly to people with families who wish to live within the Parish, and said she was unaware of any such formal policy having been adopted to this effect. The Clerk confirmed that she was unaware of any such formal policy to which Cllr Bramhall replied that as there is no formal policy the Council therefore should not restrict the spectrum of tenants.


County Councillor Connett said he was aware that the repairs to Halsfordwood Lane have been delayed although patching should have begun before the end of March but it seemed that this may not now be the case. He will be continuing to chase Highways regarding potholes and advised that parishioners should report direct. He gave a brief report on some items raised at a Budget meeting that he had attended today regarding the expenditure for Devon County for the coming financial year.


Planning Application
18/00059/FUL Replacement of conservatory with new extension and conversion of barn to ancillary unit of accommodation at East Kent Farmhouse. Mr and Mrs Dyer, who were in attendance, gave an explanation of the need for the conversion. There were no objections but a proviso that the conversion is for family use only.

Whitestone Parish Hall

Request for re-imbursement to Parish Hall Committee for insurance cover for Parish Hall which had been negotiated for a 3 year Long Term Agreement at a cost of £1,080.14 as opposed to £1,134.35. It was resolved that a cheque was raised for £1, 080.14 to cover this expenditure which had been paid by the Hall Committee.

School Houses

Cllr Reed reported that he and Cllr Hickman had visited the Letting Agents to discuss the rental issues raised at the January meeting and a letter confirming the meeting and dealing with the issues raised was distributed to Councillors. After some debate it was agreed that a discussion regarding the rents would be left to the March meeting.

Repair to window not closing properly at 2 School Houses organised through the Letting Agents and carried out by SG Property Maintenance

Crossway Park

Cllr Reed reported that the necessary repairs to the play equipment which was pointed out at the annual inspection has been completed and the parking bay has been marked out in the car park at the rear of the Parish Hall.

Clr Bramhall reported that the flooring under the swing area is wearing out.

Cllr Belt made a complaint that the gate leading into the Park is kept locked and this had made it extremely difficult when transporting equipment from the store for use in the recent pantomime. She requested that she be given a key for the padlock.


Cllr Reed reported that the anti litter posters had been placed around the village. After some discussion it was requested that more be obtained for other areas which had not been covered.

Notification received that Cllr Mrs Belt will attend a Buckingham Palace Garden Party on 5th June 2018

Letter of thanks from Whitestone Parish Hall Committee in appreciation of the donation of £100 made towards the purchase of two Velux roof blinds.

Invitation from Teignbridge District Council for a representative and guest to attend the international annual event of Raising of the Commonwealth Flag on Monday 12th March at 10am outside Old Forde House, Newton Abbot. Cllr Reed indicated that he will attend in company with his wife.


Cllr Fairley reported that there has been another accident on the C50, this time near White Horse Motors and she feels that the public should be aware of the dangerous traffic speed on this road which is causing these accidents.

Cllr Belt reported that the telephone is working at the box by the bus stop.

Cllr Baird reported that the flower trough suggested on the triangle entering Whitestone is in the process of being organised and that the grass in that area will be cut again soon. Together with some other fellow Councillors, the village was represented on an ITV West Country news programme concerning the potholes situation throughout the parish.

Cllr Munro reported a barn being built adjacent to Bridleway 14 which has reduced the width of the pathway. Cllr Munro has spoken to the landowner and he is going to deal with this matter.


Mrs Greenfield gave the following report on behalf of the Parish Plan Steering Group Committee:- “Just a brief update to say we should be in a position to deliver ompleted documents before Easter”. Cllr Reed asked when the Parish Plan document would be distributed and was informed before the end of the financial year.

Mrs Greenfield also noted a consultation being carried out by Teignbridge District Council between 9th February and 23rd March regarding a draft solar development supplementary planning document. Details can be found on the Whitestone Website. The document will help to provide detail advice on how to assess landscape impacts of solar PV development. In its final form it will be adopted as a Supplementary Planning Document.

Mr Harris asked for information regarding overgrown hedges, in particular those between Chapel Cottage and Southlands as they are causing difficulty for traffic. It was also noted that it appears that the bank is slipping into the road in this area. The Clerk read correspondence which she had received from the Highway Officer when this had been reported to him in January.

Mr Nierop requested a copy of the letter which had been sent from Carter Geering regarding the rental agreements for School Houses and this was given to him.

The meeting closed at 8.30pm.
