Minutes of Parish Council meeting held at Whitestone Parish Hall at 7.30pm on 14th January 2016.

PUBLIC PARTICIPATION

The Clerk relayed apologies from Mrs Greenfield who wished to inform the Council that the work of the Parish Plan Steering Group is still ongoing.

1. The Chairman opened the meeting and the Minutes of the Parish Council Meeting held on 10th December 2015 having been circulated were taken as read and signed by Cllr Hickman.

2. REPORT FROM DISTRICT COUNCILLOR

District Councillor Bromell conveyed information regarding correspondence he had received from Philip Nierop on the subject of the “litter picking” which he organised in Whitestone. It seemed that Mr Nierop had been unable to book the necessary tools from Teignbridge District Council on the dates he requested and had asked Cllr Bromell to investigate which he had done and responded to Mr Nierop.

3. PLANNING

Planning Application

3.1 16/00001/AGR Agricultural building to store machinery and feed at Lower Hare Farm, Folley Lane. This application was examined and supported with no objections.

Grant of Conditional Planning Permission

3.2 15/03178/COU Change of use for permanent siting of two mobile homes, one utility block and two touring caravans for use by gypsies and or travellers, hardstanding and sealed septic tank at Hurston Bungalow, Tedburn Road.

3.3 15/03028/FUL New barn to house feed, machinery and cattle at Farm Barton.

4. MATTERS FOR DISCUSSION

Asset Report

Councillor Reed gave the following report:-

4.1 No 1 School Houses - The kitchen cooker oven has been repaired at a cost of £125.

4.2 Hall Car Park - The new fence has been completed including a garden gate.

4.3 Crossway Park - Paving slabs have been installed under the legs of the new picnic tables.

4.4 Insulation of 1 and 2 School Houses - Teignbridge Housing have informed us that a grant is now available towards installing external wall insulation which would appear to be a necessity in order to improve the E.P.C rating and enhance the value of the houses. The maximum grant of £7000 or 75% of the cost per house is available. Teignbridge Housing are in the process of arranging for a free, no obligation, survey of the houses. As soon as figures are available this will be brought to the Council for their decision as to how to proceed.

6. CORRESPONDENCE

6.1 Devon County Council − notice of road closure from Barton Cottages to Way Farm Whitestone on 15th February from 9.30 to 15.30 to replace damaged pole.

6.2 Report from Devon Highways on inspection of road surface by Glebe Farm.

7. REPORTS

7.1 Discussion took place with Councillors raising the following items to be passed to Devon Highways for attention - water on the road at Nadderwater and near Copperwalls Farm on the Oldridge Road and on Halsfordwood Lane (near "Applehay") - these items seem to be concerned with blockage of drainage. Large potholes and banks deteriorating in Pound Lane.

7.2 Cllr Baird raised issues regarding overgrown hedges in the Nadderwater area.

7.3 Cllr Bramhall reported that Crossway Park was waterlogged due to the excessive rainfall.

There was no public participation.

The meeting closed at 8.20pm.
