DRAFT Minutes of Parish Council meeting held at Whitestone Parish Hall on Thursday, 12th January 2017 at 7.30pm to be ratified on Thursday 16th February 2017

PUBLIC PARTICIPATION
Mrs Sheila Greenfield having given apologies for non attendance at tonight’s meeting sent the following report from the Parish Plan Steering Committee:- The Parish Plan Steering group has reconvened post the Christmas/New Year break and, in some cases, post recovery from the fluey cold that seems to be doing the rounds. Group members continue work to finalise the Parish Plan and Action Plan documentation.

1. The Chairman opened the meeting and the Minutes of the Parish Council Meeting held on Thursday 8th December 2016 having been circulated were taken as read and signed by Cllr Hickman.

2. REPORT FROM COUNTY COUNCILLOR
County Councillor Brook reported that there has been an overspend for this year and spoke on the ongoing budgetary situation. There will be a Devon County budget meeting on the 3rd February to finalise budget for 2017/18. Devon Highways have completed a good deal of work this year to bring roads up to standard. Cllr Hickman asked if Cllr Brook had been able to ascertain any information regarding insurance cover for volunteers taking part on the Road Warden Scheme and Cllr Brook promised to investigate this further.

3. PLANNING
The following application/plans were examined and discussion took place with the subsequent observation:-

Planning Application
3.1 16/03302/NPA Application for Prior Approval under Part 3 Class Q (a) and (b) and paragraph W of the GPDO for change of use of an agricultural building from agricultural use to a dwelling on land west of Hindcross. The application was supported.

The following decisions for planning permissions were reported:-
Grant of Conditional Planning Consent
3.2 16/01204/LBC Rear extension incorporating two storey and single storey at Lower Hare Farm, Folley Lane

Variation of condition following grant of conditional planning permission
3.3 16/02958/VAR Removal of condition 8 on planning permission 506/72 limiting occupation by agricultural worker only at Farm Barton

4. MATTERS FOR DISCUSSION
School Houses
4.1 It was reported that work had been completed at No 1 replacing the battery in smoke detector and repair to handrail. At No 2 repair to UPVC window and replaced handle in white, also a damp survey had been completed and checking of damp effected wall. Cllr Hickman reported that the dry rot work has now been completed with the walls and floors being stripped and treated. Carpets had also to be renewed but this had been at no cost to the Council. All the work had been completed in order for the new tenant to move in on the 9th January although there was still some minor painting to be accomplished.

Crossway Park
4.2 Cllr Belt reported obtaining three quotes for the work required at the park and the Council is awaiting a fourth. She has had the offer of some free safety matting from someone in Countess Wear. It was agreed to accept and Cllr Hickman said that he would arrange collection.

4.3 Cllr Fairley circulated some information on adult exercise equipment and will liase with Cllr Hickman regarding this. She felt that it would be advantageous to contact Tedburn St Mary Parish Council as they have installed some equipment at Tedburn.

Hales Farm
4.4 Cllr Hickman informed the meeting that a report on noise levels in September has been received from Teignbridge District Council and passed to Mr Nierop for his information.

5. FINANCE
Income
5.1 1 School Houses rent for January £675.00 - £64.80 (includes £10.80 VAT) = £610.20
5.2 2 School Houses rent for January £800.00 - £300 letting fee including Inventory and Deposit Holding (includes £50 VAT) = £500.00.
Expenditure
The following expenditure was proposed and seconded for payment. All in favour.

5.4 Clerk’s quarterly salary/expenses £266.19
5.5 Staples £48.26 (includes £8.04 VAT)
5.6 SG Property Maintenance £92.40 (paid through Devon Sales & Lettings)

5.8 C R Kibbey Ltd £60.00 (includes £10.00 VAT) (paid through Devon Sales & Lettings)

Cllr Phillips left the meeting at 8.30pm owing to the inclement weather.

6. CORRESPONDENCE
6.1 Police Report from PC Jon Croft.

6.2 Invitation for Royal Garden Party on 1st June 2017.

6.3 Notification of temporary prohibition of through traffic and parking on Rowhorne Road from Monday 27th March to Thursday 30th March 2017

7. REPORTS
7.1 Cllr Bramhall reported potholes in Halsfordwood Lane.

7.2 In response to a query from Cllr Fairley Cllr Hickman reported that further investigations are ongoing in regard to Brookside Garage.

7.3 Congratulations were expressed to District Councillor Peter Bromell who has been awarded the British Empire Medal for services to the Community in the New Year Honours List.

7.4. Cllr Baird reported on the following events to be held within the Parish. 1st July Annual Fete, 17th January Parish Pals Get-together, 23rd January (8pm) Neighbourhood Watch Meeting, 7th February (12.30pm) Parish Pals, 13th February (11am) Fete meeting.

The meeting closed at 9.00pm.
