48. Minutes of the Parish Council Meeting held on Thursday 8th June 2017 having been circulated were taken as read and signed by Cllr Hickman.


District Councillor Peter Bromell reported attending a Rural Aid Grant inspection at the Crossway Park in respect of an application for a grant and was pleased to say that he understood a grant of £750 would be forthcoming. He congratulated the Parish Council on the facilities at the playground and said that it was one of the best that he had inspected.


Planning Applications

The following applications/plans were examined and discussion took place with the following observations.

50.1 17/01705/REM Approval of details for a dwelling (approval sought for access, appearance, landscaping, layout and scale) at Upper Kingswell Farm, Longdown. Supported if it has an agricultural tie

50.2 17/01798/NPA Application for Prior Approval under Part 3 Class Q (a) and (b) and paragraph W of the GDPO change of use of agricultural building to a dwelling at Oak Tree Farm. Mr and Mrs Mingo who were in attendance were invited to give information regarding their application and it was supported if it has an agricultural tie.

Grant of Request for Prior Approval

50.3 17/01105/NPA Application for Prior Approval under Part 3 Class Q (a) and (b) and paragraph W of the GDPO for change of use of agricultural building to a dwelling at Rebecca Springs, Nadderwater.

Granting of Conditional Planning Permission

50.4 17/00574/FUL Amendments to elevation treatment, external hard surfacing and curtilage size to approved dwelling under 16/02203/NPA at Hindcross

50.5 17/01292/FUL Replacement of conservatory with new extension and replacement of garage and shed with garage/workshop building at East Kent Farmhouse.


51.1 Litter Pick

Cllr Hickman indicated to the meeting that Mr Nierop had written a letter regarding this situation and had taken the unusual step of placing a copy of the letter in the public domain through the Whitestone Parish Magazine. Cllr Hickman then read a statement to clarify the situation regarding Parish Council’s decision to support the litter pick only within the 30mph zones providing the Health and Safety risk assessments are complied with in order to satisfy both Teignbridge District Council and the Parish Council insurers. He requested that Councillors should now consider if they wished to modify the previous decision in light of Mr Nierop’s recent communication and after discussion it was resolved that the decision should stand. A letter had also been received from Mr Derek Fisher concerning the same issue and this had been distributed to Councillors for their information and was discussed. Cllr Hickman will respond to this based upon the statement which he had just made answering the points which Mr Fisher raised.

51.2 School Houses

Cllr Reed reported that it had been necessary to supply a new oven for 1 School Houses and this had been organised by the Letting Agents. Cllr Belt had obtained a price for cleaning the facia and barge boards at the houses at a cost of £96 as requested at the June meeting and it was resolved that this should be accepted. Following a query regarding the cladding which had been placed on School Houses, in light of the Grenfell Tower fire, enquiries had been made and it has been ascertained that the external wall insulation placed on the houses is fundamentally different to the system installed at Grenfell and therefore at no risk.

51.3 Crossway Park

It was noted that the work has now been completed for the disabled entrance to the Park and trees have been cut back, replacement posts for play equipment installed and a replacement gate and fixings installed. It was suggested that there should be a designated space for disabled parking in that area of the carpark.

It was reported that a representative from Sovereign Play Equipment had visited the site on 10th July and given advice on the potential for the installation of adult exercise equipment and would be forwarding information and prices when the situation will be further discussed with other quotations being sought.

51.4 Broken signage

Following the information supplied by Mrs Greenfield at the June meeting no further signs have been indicated and the Clerk was instructed to forward the list to Devon County Highways.

51.5 Vehicle activated speed signs

County Councillor Connett has indicated that that he is aware of concerns regarding speeding vehicles within villages and has asked for information regarding the installation of these signs and Cllr Hickman requested Councillors to seek parishioners comments regarding this issue and possible locations.

51.6 Hales Farm

Following a complaint from Cllr Rose at the June meeting the Clerk has received confirmation from Mr David Eaton the Environmental Protection Manager at Teignbridge District Council that the Noise Management Plan which was distributed in November 2016 has been signed by Mr Sim and should be complied with. Cllr Hickman stated that as this Plan is in place any complaints should be made direct to Teignbridge and not to the Parish Council.


52.1 Cllr Hickman has received a request from Mr James Bryant for a grant towards a full set of muffles for the six bells at Whitestone Church. A quote has been obtained and the total sum involved will be £414.00. After discussion it was resolved that this amount be granted and a cheque was duly authorised.

52.2 Cllr Hickman hoped that it might be possible to improve the bus shelter area and requested suggestions for future work. He also noted that there was a milk churn stand in Hill Lane and wondered if this might be enhanced to provide some sort of link with the farming history of the village.

52.3 Cllr Hickman wished to give congratulations to the organisers of the Village Fete held on 1st July for what had proved to be a very enjoyable and fun filled day.

52.4 The copy of a précis of the Parish Plan and suggested Action Plan has been passed to him and Mrs Greenfield promised to circulate copies to Councillors for their information although it will not yet be in the public domain.

52.5 A complaint had been received regarding the garage door where the Play Group store their equipment and this was passed to Cllr Reed for attention.

52.6 A complaint regarding the trimming of the edges of the public footpath behind Crossway Park was discussed and information passed to Cllr Munro for investigation.

54.1 Teignbridge Rural Aid Scheme confirmed grant of £750 for the children’s play area and the Chair signed the necessary claim for this money.

54.2 A Police report on news and crime figures for May 2017 distributed to Councillors


55.1 Cllr Reed wished to congratulate Cllr Hickman on the work he has done in regard to the litter pick situation.

55.2 Cllr Fairley raised some points regarding planning issues at Swan Lake which has previously been investigated and concerns regarding Hurston Bungalow where the Clerk was able to refer to the planning permission for that site.

55.3 Cllr Munro wished to note appreciation to those residents who do collect litter using their own judgement.


Mrs Greenfield gave the following report on behalf of the Parish Plan Steering Committee:- “We have produced our (hopefully almost) final drafts of the Full Action Plan Report, A5 summary and Action Plan. We have passed a paper copy of each of these documents to Councillor Les Hickman as Parish Council Chairperson as a matter of courtesy. We hope to finalise all the documents for printing in the very near future and would be pleased if the Parish Council felt able to support all that we have done”.

Mrs Hickman noted that despite the fact that there have been no organised litter picks for many months there does not seem to be an undue amount of litter currently in evidence.
