DRAFT Minutes of Whitestone Parish Council held at Whitestone Parish Hall on Thursday 11th October 2018 at 7.30pm to be ratified on 8th November 2018

PUBLIC PARTICIPATION

Mrs Greenfield referred to the matters raised by the Chairman in the minutes of the September meeting when Cllr Hickman referred to the email sent out by Peter Hanson to parishioners requesting views on the installation of fitness equipment at Crossway Park and felt that the fact that it had been transmitted to 300 parishioners should have been recorded. She also said that no questionnaire had yet appeared on the Whitestone website and Cllr Hickman responded that he understood this was in hand.

Cllr Hickman then opened the meeting and the Minutes of the Council Meeting held on Thursday 13th September 2018 having been circulated were taken as read and signed as a true copy by the Chairman.

REPORT FROM DISTRICT COUNCILLOR

District Councillor Bromell reported that he had been attending meetings at Teignbridge District Council but had nothing to report

PLANNING

Cllr Baird declared an interest in the application for Yonder Ridge, Rowhorne Road.

The planning application was examined and discussed and the subsequent observations were confirmed to be relayed to Teignbridge District Council

18/01984/CLDE Certificate of Lawfulness for siting of caravan for human habitation with associated wooden building and residential access at Yonder Ridge, Rowhorne Road. This application is supported on the grounds that no further residential development takes place on the site.

Grant of conditional planning permission

18/01037/FUL Two light industrial units at Derek Lane & Co, Tedburn Road

18/00581/FUL Change hipped roof to gables, new bay window, new porch, new canopy roof, replace garage doors with windows, remove door in garage and replace with window and new chimney at Balls Oak, Tedburn St Mary.

Refusal of Planning Permission

18/01274/FUL Alterations and extension to pole barn and change of use to office (Use Class B1) store/workshop at Hurston Farm.

Refusal of Requests for Prior Approval

18/01435/NPA Application for Prior Approval under Schedule 2, Part 3 Class P of the GDPO for change of use of a storage or distribution building (Class B8) to a dwelling at Unit 1 Rebecca Springs.

18/01436/NPA Application for Prior Approval under Schedule 2, Part 3 Class P of the GDPO for change of use of a storage or distribution building (Class B8) to a dwelling at Unit 4 Rebecca Springs.

MATTERS FOR DISCUSSION

Re-configuration of Defibrillator at Parish Hall

Cllr Hickman reported that an email had been sent to members of the Parish Hall Management Committee updating them regarding the current position. He confirmed that the cabinet for the housing of the defibrillator has now been ordered and the account for £642.00 is included today for payment. In addition signs have been ordered for indicating the whereabouts of the defibrillator and will be placed at the Royal Oak, Nadderwater, the bus stop, the telephone boxes and the Parish Hall. These will be at an extra cost. It was suggested that a further sign might be installed at the Travellers Rest on the C50.

School Houses

Cllr Reed said there was nothing to report.

Crossway Park

Cllr Rose reported that the hedges are in need of cutting and he is removing a split log. Cllr Hickman reported that when attending the recent DALC meeting he had spoken to a playground representative for Streetscape Ltd and arranged for them to come and replace the cradle swing which had recently been removed as it was broken. He had negotiated a price of £102.00 and it would be fitted next week. Cllr Hickman is investigating prices for a climbing frame for older children and quotes will be obtained for the November meeting. Further enquiries would be made regarding the pruning of the walnut tree and hedge cutting.

Parish Plan - Parish Enhancements

A progress update has been received from Mrs Bryant and this was distributed to the meeting. The content was discussed including the updating of the “Welcome Pack” and it was noted that Mrs Bryant has been in contact with various parishioners to take the Parish Plan forward.

Report on Les Pike Bench

Cllr Hickman reported being in touch with Gordon Pike regarding the bench which had been donated in memory of his late father and it has been agreed that it be removed in view of its being beyond repair. Mr Pike has indicated that he would be willing to fund a replacement and prices for this would be discussed with him.

Review of Standing Orders and Financial Regulations

A meeting had taken place with Cllrs Hickman, Munro and Rose and an amended copy had been distributed to Councillors and the minor changes were noted and it was resolved that they were accepted. The Financial Regulations remain unchanged.

MATTERS RAISED BY THE CHAIRMAN

Cllr Hickman reported on attending the DALC Conference and supplied a report on the workshops which had taken place. Cllr Belt had attended the workshop in “Working with Devon and Cornwall Police” and spoke regarding this,

REPORTS

Cllr Phillips reported that Devon County Council contractors have been carrying out hedge and ditch maintenance in the area of Oldridge over the past three weeks,

Cllr Netherway said she had received complaints regarding the road surfaces on Glebe Plain and was advised that the potholes should be reported on the Devon County Highways website.

Cllr Belt reported on a request from the Parish Hall Committee for use of storage space in the shed at Crossway Park but was informed that this was not possible as it was already in use.

PUBLIC PARTICIPATION

Mr Friend reported on his recent communications with Teignbridge District Council concerning the planning application in place for Springdale Farm.

Mrs Greenfield raised a query regarding the grit bins within the Parish and Cllr Hickman said that he did have a list of these and would be investigating them in preparation for filling before icy weather.
