Minutes of Whitestone Parish Council held at Whitestone Parish Hall on Thursday

10th January 2019 at 7.30pm.

PUBLIC PARTICIPATION

Mr Partridge indicated that he was in attendance regarding his planning application for Friars Ball Farm in company with his daughter and son and Cllr Hickman intimated that he would be given an opportunity to comment when this was discussed.

1. Cllr Hickman then opened the meeting and the Minutes of the Council Meeting held on Thursday 13th December 2018 having been distributed were taken as read and signed as a true copy by the Chairman

2. PLANNING

The following planning application was examined and discussed and the subsequent observations were confirmed to be relayed to Teignbridge District Council

Application for Planning Permission

2.1 18/02499/NPA Application for Prior Approval under Part 3 Class Q (a) and (b) and paragraph W of the GDPO for change of use of agricultural buildings to two dwellings at Friars Ball Farm, Rowhorne Road, Nadderwater. Cllr Hickman closed the meeting to allow Mr Partridge to present comments on the proposal when he indicated that the accommodation would be used by his son and daughter and he answered some queries put to him from the Council. The meeting was then re-opened and after discussion a decision was made to support the application. Mr Partridge and his family then left the meeting at 7.50pm.

The Clerk notified the Council of the following planning decisions from Teignbridge District Council:-

2.2 18/02161/FUL Retention of outbuilding for business purposes at Nizhoni, Halsfordwood Lane

Refusal of Planning Permission

2.3 16/00726/COU Change of use of agricultural land to self storage at White Horse Self Storage, Tedburn Road

3. MATTERS FOR DISCUSSION

3.1 Application for a Grant from Whitestone Handbells

The Whitestone Handbells Group meet usually twice a week to practice and entertain locally when reqested. An application for the sum of £83.13 to cover the insurance for the handbells and after discussion it was resolved to make this Grant.

3.2 School Houses

Cllr Reed reported that prices are still being sought for the insulation of the back extension at 1 School Houses.

3.3 Crossway Park − Playpark enhancements − Climbing frame

Cllr Hickman reported that owing to the Christmas and New Year break a meeting was still being arranged to discuss this matter.

3.4 Parish Plan - Parish Enhancements

There was no report on this although it was stated that of the Christmas trees which had been placed at either end of the village by two parishioners one had been stolen and the other vandalised. Cllr Baird also said that “egging” had been reported again within the village. Cllr Hickman intimated that this indicated the need for more rural policing.

4. MATTERS RAISED BY THE CHAIRMAN

Cllr Hickman said that he had nothing to report but gave his apologies in advance for the February meeting as he would be on holiday.

The following expenditure was proposed and seconded for payment. All in favour and the cheques were signed by Councillors Belt and Phillips.

6. CORRESPONDENCE

Invitation to nominate a Parish Councillor to attend a Buckingham Palace Garden Party on 29th May 2019.

7. REPORTS

7.1 Cllr Netherway reported that she has been in touch with Devon County regarding the potholes by Glebe Farm which had caused damage to a parishioner’s car and Cllr Hickman said that he had also inspected and reported these potholes on the website.

7.2 Cllr Munro congratulated Devon County on the improvement to Pound Lane which has now been completed.

7.3 Cllr Belt enquired regarding progress on the dog grids requested on the entrances to the Play Park and also raised concerns regarding horse riders within the village. It was agreed that car drivers and horse riders should show tolerance and respect for each other on the highways.

PUBLIC PARTICIPATION

Mrs Greenfield wished to record a vote of thanks to the Whitestone Bellringers for “ringing in the New Year” at the Church.
