Minutes of Parish Council at Whitestone Parish Hall at 7.30pm on Thursday 10th April 2025.
Attendance: Chair – Cllr T Baird22 Cllr Baird opened the meeting and the minutes of the Council Meeting held on 13th March 2025 having been circulated were taken as read and signed by the Chair.
23 REPORTS FROM COUNTY COUNCILLOR / DISTRICT COUNCILLOR
23.1 Councillor Lake reported on the Lower Hare Farm complaint and also the road surface at Edenfield was brought to his attention.
23.2 Councillor Parrott sent apologies as he is away in London but reported that at the last meeting he advised that the new Teignbridge Local Plan had been through the inspection stage and had been found sound subject to some variations being considered to specific sites. Futher consultation will take place on these specific sites in May/June with the aim that the Plan will be approved by full Council in the autumn. Attwells Farm is not one of the sites which will be subject to further consultation and the Inspector was content with the proposals.
24 PLANNING
24.1 28/00500/VAR Variation of condition 2 on planning permission 22/01219/FUL (proposed demolition of agricultural building proposed dwelling and vehicular access) to emend layout at Poole Farm, Tedburn St Mary.
Response made:- The Council discussed and considered this application and have encouraged members of the community to post individual issues or challenges with this proposed development directly on the planning forum. We leave the technical planning considerations to be reviewed by qualified planners at Teignbridge District Council. Whitestone Parish Council supports this application.
24.2 25/00387/HOU Construction of double garage and hobby room at West View, Hackworthy Lane.
Response made:- The Council discussed and considered this application. The following comments have been received by members of the Council and are summarised as follows:- There are concerns with the final development regarding impact o the community in terms of visual impact, particularly for other properties in the valley. The Parish Council has encouraged members of the community to post individual issues or challenges with this proposed development directly on the planning forum. We leave the technical planning considerations to be reviewed by qualified planners at Teignbridge District Council. The Parish Council does not support this application.
24.3 25/00488/VAR Variation of condition2 on planning permission 21/02612/FUL (dwelling to replace existing agricultural building) to amend design of the dwelling at Styles Barton Meadow, Whitestone.
Response made:- The Council discussed and considered this application. The following comments have been received by members of the Council and are summarised as follows:- There are environmental concerns with light pollution and concerns with the impact on local wildlife by replacing an agricultural building. The Parish Council has encouraged members of the community to post individual issues or challenges with this proposed development directly on the planning forum. We leave the technical planning considerations to be reviewed by qualified planners at Teignbridge District Council. Whitestone Parish Council supports this application.
24.4 25/00503/VAR Variation of condition 2 on planning permission 23/01687/VAR (variation of condition 2 on planning permission 21/01608/HOU (Two storey and single storey side extension and replacement conservatory) relating to removal of the first floor accommodation and reduction in glazing to the sun room to extend the front gable at Woodside, Five Mile Hill

24.5 Refusal of Request for Prior Approval
25/00128/NPA otification of prior approval under Part 3 Class R and paragraph W of the GPDO for a change of use of agricultural building to a Class E use (Commercial business or service) at Cross Park Farm, Heath Cross.
24.6 Certificate of Lawful Use or Development
Certificate of lawfuless for existing use of dwelling house in non-compliance with agricultural condition at Poole Farm, Tedburn St Mary.
Enforcement updates
It was agreed that the Council should write to Enforcement regarding Three Corners and Glebe Farm. It was agreed that potholes should be placed on the agenda for the May meeting. The Council discussed the issue of requests to contact enforcement and decided that the Council would only contact enforcement in cases where there are significant impacts on the Whitestone community. Otherwise we will request that parishioners contact enforcement directly via the details on the Whitestone Parish Council website.
25 MATTERS FOR DISCUSSION
25.1 Parish Hall request for financial support for the repair of the flat roof on the front of the Parish Hall at a cost of £594.00 was placed before the meeting. This was discussed at length and a decision was made that the sum of £300.00 should be allocated. All in favour and the cheque was duly signed.(cheque No 794)
25.2 Storage of Whitestone Pantomime costumes
Discussion took place and as this problem has still not been resolved. Cllr Baird undertook to contact the Toddler Group and Hall Committee and organize a meeting to discuss the storage situation in the garage
25.3 Community Garden and Crossway Park
It was reported that the Park will be closed for three days from the 9th June for the installation of new equipment.
25.4 Bus Stop area
Cllr Taylor reported having bulbs which could be planted in the area and also in the Community Garden
25.5 Proposed Waste Disposal Site at Lower Hare Farm, Whitestone,
This item will no longer be placed on the Council agenda.
Cllr Lane confirmed that she will be taking over responsibility for the VAR signs and will be contacting Mr Evans regarding the information which he holds.
25.6 Gov.uk domain update
Cllr Stott reported that he is still investigating this with Jock Kirkpatrick.
25.7 Asset register discussion to update and protect
Cllr Taylor will approach NALC for advice regarding this issue.
25.8 EV points
Cllr Purser is still investigating this issue.
25.9 Planning process review
Cllr Stott reported on the new outline which had been produced regarding planning applications which had been distributed to Councillors.
25.10 It was reported that the Annual Parish Meeting will take place on Thursday 24th April 2025 at 7.30pm.

27 REPORTS
27.1 Cllr Belt reported that there will be VE Day celebrations on 8th May at 2.30pm with a ceremony at the Bus Stop and after at the Parish Hall..
27.2 Cllr Belt raised concerns she has over the fingerpost signs within the village which need to be reported to Highways.
27.3 Condolences were passed to the Hanson family on the passing of Ros Hanson.
