Minutes of Whitestone at Whitestone Parish Hall at 7.30pm on Thursday 17th September 2026.

Ms Waters and Mrs Greenfield both declared an interest in a Parish Plan and an Emergency Plan for the Council and these items will be placed on the October agenda.
Mr Mingo reported on the grit boxes throughout the Parish being filled and routes being checked.
60. Minutes of the Council Meetings held on Thursday 9th July 2026 and Monday 10th August 2026 having been circulated were taken as read and signed by the Chair.
61. REPORTS FROM COUNTY COUNCILLOR / DISTRICT COUNCILLOR
Apologies had been received from District
Councillor John Parrott and a very full report which he had sent had been distributed to the Parish Councillors.
MATTERS RAISED BY THE CHAIR
Cllr Baird reported that the Picnic Day had proved very successful and she raised various items which have been brought to her attention
including the lock on the outside toilet at the rear of the Parish Hall which is faulty and will be dealt with.
63. PLANNING - Applications can be viewed on line by going into the public access system at Teignbridge Planning following the directions
giving the application reference. The following applications having been received from
Teignbridge District Council with a request for comments were examined and responses will sent which can be viewed on Teignbridge District Council Planning site.
63.1 26/01339/NPA Application for a prior
approval under Part 3 Class Q (a) and (c) and paragraph W of the GPDO for change of use of an agricultural building to one dwelling at
Kentlands. The Council has reviewed the plans and has not received any major concerns from the local community. Minor concerns raised
during the meeting included potential impact of lighting.
63.2. 26/01304/FUL Demolition of an existing agricultural building and erection of 2 detached dwellings following the grant of Prior Approval Class Q reference 24/00800/BPA at Atwells Farm, Rowhorne Road The Council has reviewed the plans and has not received any major
concerns from the local community. Minor
concerns raised during the meeting included
access from a small track which becomes
incredibly busy once the A30 is shut and
overdevelopment of the site.
63.3. 26//01301/FUL Construction of polycrub and retention of shed at Hackworthy Farm. The Council has reviewed the plans and has not
received any major concerns from the local
community and no concerns were raised at the meeting apart from the volume of development at the site.
63.4. Grant of request for prior approval
26/01130/NPA Application for Prior Approval
under Part 3 Class Q (a) and (c) and paragraph W of the GPDO for change of use of agricultural building to two dwelling houses at Rowhorne Farm, Nadderwater.
63.5. Grant of Conditional Planning Permission
25/01848/FUL Erection of agricultural building to house rotary dairy parlour at Upper Kingswells Farm, Longdown.
63.6. Grant of Conditional Planning Permission
26/00845/HOU Proposed single storey garage extension, removal of existing retaining wall and construction of new retaining wall and extension of driveway at Estuary View.
63.7 Appeal against refusal of planning
application
26/0002/REF Appeal against refusal of planning application 25//00932/NPA Application for a prior approval under Part 3 Class Q (a) and (c) and paragraph W of the GDPO for change of use of an agricultural building to two dwellings at Merry View allowed.
64. MATTERS FOR DISCUSSION
64.1 Fingle Glen Junction
It has been reported that accidents are occurring here and that lorries are using the junction. Cllr Taylor will be investigating this further. Cllr Baird to liaise with Tedburn Parish Council and write to Highways raising concerns brought up at the meeting.
64.2 Crossway Park and Community Garden
Cllr Taylor provided a substantive report and made various suggestions which will be carried forward in order to bring the equipment and
playing areas into a safe position. It was agreed to look at moving the entrance as the current one is unsafe. New gates to be sourced.
64.3 Community Speedwatch
Cllr Escott reported that the scheme is now
registered and there are currently four volunteers who are awaiting the equipment and training. .
64.4 Budget
Cllr Stott noted that the Council has not received many requests for grants this year and he will put up a notice to invite local people within Whitestone to request small grants from the
Parish Council (maximum £500) to support local Clubs and community focused groups and
activities. Please contact the Parish Council or attend a Council meeting to make the request.

64.5 Foot and Bridleways
Cllr Frankum reported on footpaths 18 and 23 where signage had been repaired.
64.6 CCTV
It was reported that no quotes for work are available as yet. Cllr Baird to follow up.
64.7 Lower Hare Variation consultation
A consultation on changes GRS Stoke Supplies Ltd wish to make to their environmental permit for the Lower Hare Farm landfill site has been opened and the link to the consultation is:

Cllr Belt reported that windows at the Parish Hall have been re-instated and noted that hedges/banks at Nadderwater are in need of care and she will report this to Teignbridge.
